Highly recommended book to understand Varnaashram Vyavastha, Adhikara to read certain texts , recite mantras etc.
I can answer some of your queries here , but as you know I'm neither expert in all these things, nor I've the authority to decide who should study vedas or not , chant certain mantras or not.
Those who are curious to know why such rules and regulations are mentioned in our scriptures , must surely read this book by Pujyasri Chandrashekharendra Saraswati Ji , Purva Shankaracharya of Kanchi Kamakoti Peetham.
His words and way of conveying this knowledge will convince your heart, Trust me.
Give it a read. You'll get a basic overview of what exactly is Hindu Dharma, is it only about Moksha or something else too? Is it only about studying advait and doing bhakti ? What particular Dharma is Krishna talking about in BG 4.7 , 18.47 etc. ? What were our great Acharyas' views regarding this ?
All such questions are answered beautifully in this book. So before making any opinion based on half-knowledge , give it a read.

Maybe misunderstanding of the doctrine
I want to know how does Advaita define the law of Karma if the bhava of Doer is apparent?
The Law of Karma doesn't break anywhere.
If doership is apparent, the falas should be apparent too
Then how is it such that in this apparent prapanca, all karmas bear fruits
Without a single example of loss or unaccountability of a jiva's karmas

3.27 - With regards to the actions being performed by the gunas of Prakriti, jointly and severally, one whose nature is confused by the ego believes, ‘I am the agent of action.’
3.28 - He, however, who knows the reality of the divisions of gunas and actions, O mighty-armed One, knows, ‘The gunas are interacting with gunas.’ Knowing this he does not become attached.
13.20 - Know the primordial nature Prakriti as well as the conscious principle Purusha both to be beginningless. Know the gunas as well as the product (vikaras) to be born of Prakriti.
13.22 - The conscious spirit Purusha, only dwelling within Prakriti perceives the Prakriti-bound gunas. The cause of His birth in the good and bad bodies is His connection with the gunas.
13.24 - He who knows the conscious spirit Purusha as well as the primordial nature Prakriti together with the attributes (gunas), even though operating in every way, he is not bound again.
14.5 - Sattva, rajas, tamas—these attributes born of Prakriti binds the immutable body-bearer in the body, O Mighty-armed One.

Three gunas of prakriti does everything, krishna says this again and again, same puranas tells too. But identifying oneself with these three gunas of prakriti leads one to feel that I'm the doer and the same gunas of prakriti when gains the result , it is because of identifications with them one thinks that he gained the fruit . Body is made of prakriti ,mind is made of prakriti, subtle body is made of prakriti, all objects are made up of prakriti, so it is prakriti alone which is doing action and getting reaction. Consciousness is always untouched, it is by the chaitanyataa of Chaitanya that prakriti seems to be in action.
